ALCOHOLIC BEVERAGE The City Council considered the <br />LICENSE APPLICATIONS Alcoholic Beverage License Appli- <br /> cation of Laff Inn, 320-B South <br />Main Street, New On-Sale Beer. Mayor recognized Mrs. Fern Zimmer- <br />man, 405 South Broadway, who expressed concern about granting the <br />license application and stated the whole neighborhood would like the Council <br />to file a protest. She stated that she had a petition containing approximately <br />60 signatures of residents in the area opposing the application. The Assis- <br />tant City Manager explained that the City is preempted by State law from <br />protesting, since the establishment had been closed for a year by the <br />Alcoholic Beverage Control Board, and that after premises have been <br />closed for a year, the new owner starts with a clean slate. <br /> <br />The Manager's office was directed to send a letter to the Alcoholic Beve- <br />rage Control Board stating that the Council realizes it cannot object in <br />an official capacity to the granting of this license, but that the Council <br />does not feel this license should be granted, on motion of Councilman <br />Brooks, seconded by Councilman Villa, on the following roll call vote: <br /> <br />AYES: <br /> <br />NOES: <br />ABSENT: <br /> <br />Herrin, Brooks, Evans, Markel, Patterson, Villa, <br />Griset <br />None <br />None <br /> <br />The following Alcoholic Beverage License Applications were considered: <br /> <br />Trader 3oe's Market No. 54, 1303 N. Main, Off Sale General, <br /> Corporation Transfer; <br />7-11 Store, 2231-F V~est 5th, Off Sale Beer and ]Arlne, Person <br /> Transfer; <br />Hernando's Hide-Away, 501 S. Grand, On Sale Beer, Person <br /> Transfer; <br />EICastillo, 304 E. 4th, On Sale Beer, Person Transfer. <br /> <br />After some discussion by Council on a recommended protest for E1 <br />Castillo, it was moved by Councilman Brooks, seconded by Council- <br />man Markel, that a protest be filed on E1 Castillo, 304 E. 4th Street, <br />with the Alcoholic Beverage Control Board and the other applications <br />be ordered filed. The motion failed adoption on the following roll <br />call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Brooks, Griset <br />Herrin, Evans, Markel, Patterson, Villa <br />None <br /> <br />It was then moved by Councilman Patterson, seconded by Council- <br />man Herrin and unanimously carried, to order filed the Alcoholic <br />Beverage License Applications as llsted. <br /> <br />RECESS <br /> <br />with all Council members present. <br /> <br />At 3:40 P.M., a five minute <br />recess was declared.
