BMP 4 <br />METERING WITH COMMODITY RATES FOR ALL NEW CONNECTIONS <br />AND RETROFIT OF EXISTING CONNECTIONS <br /> <br />Requirements for Documentinq BMP Implementation <br /> <br />a) Confirmation that all new connections are metered and are being billed by volume of <br /> USe. <br /> <br />b) Number ofunmetered accounts in the service area. For the purposes of evaluation, <br /> this shall be defined as the baseline meter retrofit target, and shall be used to calculate <br /> the agencies minimum annual retrofit requiremem. <br /> c) Number of unmetered connections retrofitted during the reporting period. <br /> d) Number of CII accounts with mixed-use meters. <br /> e) Number of CII accounts with mixed-use meters retrofitted with dedicated irrigation <br /> meters during reporting period. <br /> <br />Criteria to Determine BMP Implementation Status <br /> <br />a) Agency with existing unmetered connections has completed a meter retrofit plan by <br /> end of first reporting period following the date implementation was to commence. <br /> <br />b) Agency has completed a feasibility study examining incentive programs to move <br /> landscape water uses on mixed-use meters to dedicated landscape meters by end of <br /> first reporting period fol!gwing the date implementation was to commence. <br />c) Agency with existing unmetered connections is on track to meter these connections <br /> within 10 years of the date implementation was to commence. An agency will be <br /> considered on track if the percent of metered accounts retrofitted with meters <br /> equals or exceeds the following: 10% by end of first reporting period following date <br /> implementation to commence: 24% by end of second reporting period; 42% by end of <br /> third reporting period; 64% by end of fourth reporting period; and 90% by end of fifth <br /> reporting period. <br /> <br />Water Savinqs Assumptions <br /> <br />Assume meter retrofits will result in a 20% reduction in demand by retrofitted accounts. <br /> <br /> <br />
