REQUEST FOR <br /> <br /> COUNCIL ACTION <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />JANUARY 20, 2004 <br />TITLE: <br /> <br />APPROPRIATION ADJUSTMENT AND <br />AMENDED AGREEMENT WITH COUNTY <br />OF ORANGE TO ADMINISTER THE <br />CalWORKs WORK EXPERIENCE <br />PROGRAM <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />APPROVED <br /> <br />[] As Recommended <br />[] As Amended <br />[] Ordinance on 1s~ Reading <br />[] Ordinance on 2nd Reading <br />[] Implementing Resolution <br />[] Set Public Hearing For <br /> <br />CONTINUEDTO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Approve an appropriation adjustment recognizing $196,000 in revenues <br />awarded by the County of Orange Housing and Community Services <br />Department. <br /> <br />Direct the City Attorney to prepare, and authorize the City Manager <br />and the Clerk of the Council to execute, an Amendment to the <br />Workforce Investment Act Telecommunications Agreement with the <br />County of Orange to administer the CalWORKs Work Experience Program <br />grant. <br /> <br />On December 16, 2003, the Orange County Board of Supervisors awarded <br />$196,000 to the City of Santa Aha for a CalWORKs Work Experience Program <br />to be funded with County Social Service Agency funds. This program will <br />assist 20 CalWORKs participants to find and retain stable employment. <br />The Work Experience (WEX) program, which includes a wage subsidy <br />component, is designed to provide a planned, structured learning <br />experience to program participants with the ultimate goal of <br />transitioning them into non-subsidized employment. The WEX worksite may <br />include public, private for profit or not for profit organizations. The <br />duration of the program will average 16 weeks. To ensure employers' <br />conformance to the worksite agreement, staff will conduct worksite <br />monitoring on a regular basis. <br /> <br />The Orange County Housing and Community Services Department will be <br />amending the WIA Telecommunications grant that exists between the City of <br />Santa Aha and the County to include the CalWORKs WEX program. Although <br />WEX program is being established with an amendment, the appropriation <br />ustment will establish a separate account to track the expenditures <br />related to this program. <br /> <br />Page 15 20.C. <br /> <br /> <br />
