REQUEST FOR <br /> COUNCIL ACTION <br />~CITY COUNCIL MEETING DATE: <br /> JANUARY 20, 2004 <br /> <br /> TITLE: <br /> <br />AGREEMENT FOR PAYROLL <br />CONSULTING SERVICES <br /> <br />CITY MANAGER <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />APPROVED [] As Recommended <br /> [] As Amended <br /> [] Ordinance on 1st Reading <br /> [] Ordinance on 2nd Reading <br /> [] Implementing Resolution <br /> [] Set Public Hearing For <br /> <br />CONTINUEDTO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />Clerk of the Council to execute an agreement with Dawna Whaley for <br />consulting services in a total contract amount not to exceed $90,000. <br /> <br />DISCUSSION <br /> <br /> ~rently, the City has established contracts for the maintenance and <br />upgrading of the payroll system with Highline Corporation, Oracle <br />Corporation, Vertex, Inc. and Advanced Applied Engineering (AAE). Recently, <br />Ms. Dawna Whaley, who has served as the primary consultant for payroll <br />support for the past five years, has notified the City of her intention to <br />leave AAE and become an independent consultant. Ms. Whaley has agreed to <br />continue providing consulting services to the City on an as needed or <br />project basis. As the City's primary payroll consultant, Ms. Whaley has <br />been invaluable in implementing program related changes resulting from <br />negotiated amendments to Memorandums of Understanding, testing new <br />enhancements, providing year-end training and assistance, and performing <br />general troubleshooting on the payroll system. <br /> <br />With the scheduled development of two new major City payroll projects, <br />direct deposit and the Police Department's automated time card system, Ms. <br />Whaley will be an integral element for the development, testing and <br />implementation of the new program language. In conjunction with these <br />services, she will provide liaison services with Highline Corporation, the <br />provider of the City's payroll software, regarding program development <br />issues. In addition, this consultant will also be instrumental in the <br />major software upgrade which is scheduled for the payroll program. <br />Therefore, in order to maintain consistency in support, enhancement and <br />production of payroll program system, staff recommends retaining the <br />ervices of the Ms. Whaley. <br /> <br />Page 43 25.C. <br /> <br /> <br />
