Direct the City Attorney to prepare and authorize the City Manager and
the Clerk of the Council to execute a maintenance agreement for catch
basin cleaning services with Empire Pipe for an amount not to exceed
$55,000.

DISCUSSION

The Public Works Agency is responsible for the implementation of the
City's storm water permit. The permit requires the City to inspect and
clean 100 percent of all catch basin facilities by June 1, 2004.

The Public Works Agency initiated a maintenance agreement with National
Plant Services, Inc. for the inspection and cleaning of the City's catch
basins. This contract served as an initial inspection and audit of the
City's facilities. This contract also allowed the City to better
understand the amount of work required to clean 100 percent of the City's
Catch Basin facilities by the June 1, 2004 deadline.

As a result of this contract it was determined that an increase in the
initial agreement with National Plant Services will be required, and a
~econd maintenance contract will be needed to supplement National Plant
~ervices' contract in order to meet the imposed deadline.

Page 45 25.D.
