Conditional Use Permit No. 2003-35 <br />Minor Exception No. 2003-10 <br />January 20, 2004 <br />Page 2 <br /> <br />Property Description <br /> <br />The YMCA development site is a square shaped, '2.4-acre vacant parcel of <br />land located at the intersection of Raitt Street and West Alton Avenue. <br />The YMCA parcel is within the Armstrong Ranch development site, a 90-acre <br />parcel of land that was previously utilized for agricultural purposes and <br />was recently entitled to allow residential, religious and school uses. <br /> <br />The subject site is zoned Specific Development No. 4 (SD-4) and has a <br />General Plan Land Use designation of Low Density Residential (LR-7), <br />which generally permits single-family development at a density of seven <br />units per acre. Surrounding land uses include single-family residential <br />to the north; an elementary school, residential and the future Christ Our <br />Savior Cathedral parish to the south; the Shea Homes single-family <br />development and the future cathedral to the east; and Segerstrom High <br />School (currently under construction) to the west (Exhibits 1 and 2). <br /> <br />Pro~ect Description <br /> <br />The YMCA of Orange County is proposing to construct a two-story, 32,338 <br />square foot community membership recreation facility at 2100 West Alton <br />Avenue. The YMCA will offer youth and family oriented programs that are <br />intended to serve residents and businesses within a 15-minute drive of <br />the facility. The first floor of the facility will consist of almost <br />16,900 square feet of area and will include two multi-purpose rooms, a <br />teen center, a child watch area and locker rooms. The second floor, <br />which will encompass approximately 15,500 square feet, will contain three <br />exercise rooms, a wellness center and staff offices. Ex6erior amenities <br />to be provided include a swimming pool, a whirlpool, a speed soccer <br />arena, and a rock climbing/teen adventure area. <br /> <br />A total of 203 parking stalls are required by code for the use while only <br />116 are proposed. To meet the parking standard, the YMCA proposes to <br />share parking with the future catholic cathedral that will be built to <br />the east. The Diocese of Orange has agreed to let the YMCA construct 100 <br />parking spaces on an area intended for future parking to meet their <br />required parking demand, with these additional spaces, the YMCA would <br />have more than enough parking (216). <br /> <br />Hours of operation for the YMCA will be Monday through Friday from 5:30 <br />a.m. to 10:00 p.m., Saturday from 7:00 a.m. to 7:00 p.m., and Sunday from <br />12:00 p.m. to 7:00 p.m. These hours will ensure that no conflict will <br />exist between church services and YMCA operations. <br /> <br />31 .A. <br /> <br />Page 50 <br /> <br /> <br />
