archeological survey, the general project area was once se~ed <br />by Native American groups. There is the probability that <br />cultural materials may be present below the surface. <br />Construction operations associated with the proposed project <br />could potentially result in significant impacts to unknown <br />cultural resources. Implementation of the proposed project would <br />reduce potential impacts to unknown cultural resources to a <br />level considered less than significant. <br /> <br />Mitigation Measure <br /> <br />If cultural resources are encountered during construction <br />activities, all construction operations shall cease in the <br />location of the finding and the City's Environmental <br />Coordinator shall be notified. A qualified archaeologist <br />shall be contacted to identify and evaluate the materials <br />and to design and implement any mitigating measures found <br />to be justified. No constriction activities shall resume <br />until authorization is obtained from the City's Director of <br />Planning and Building Services. <br /> <br />Ce <br /> <br />Directly or indirectly disturb or destroy a unique <br />paleontogical resource or site? <br /> <br />Potentially Si~nificant Unless Mitigation Incorporated <br /> <br />According to Paleontologic Resource Inventory/Impact Assessment <br />(Paleo Environmental Associates, June 2001), the project site <br />lies on the Tustin Plain in the Northern Peninsular Ranges <br />Province and that young alluvial fan deposits underlie the <br />majority of the project site. Elsewhere on and near the Tustin <br />Plain, young alluvial fan deposits have yielded fossilized bones <br />and teeth representing continental vertebrate species of late <br />Pleistocene and presumed earlier Holocene age. These deposits <br />have been encountered at depths of 6 to 10 feet below grade. The <br />occurrence of fossils in the Tustin Plan indicates that it is <br />probable that unknown paleontological resources may be present. <br />The Preliminary Geotechnical Report (LoweryAssociates, <br />2002)prepared for the Armstrong Development Project recommends <br />removal of existing fill and removal depths generally expeqted <br />to range from 2 to 5 feet below existing grade. Construction <br />plans have not been finalized. However, if excavation exceeds 5 <br />feet in depth, then the potential exists for significant impacts <br />to unknown paleontological resources that could be present. <br /> <br /> <br />
