Conditional Use Permit No. 2003-35 <br />Minor Exception No. 2003-10 <br />January 20, 2004 <br />Page 4 <br /> <br />Second, staff is concerned with the intrusion of illuminated, commercial <br />signage in the residential neighborhood. In an effort to keep the <br />structure in context with the residential neighborhood and avoid light and <br />glare issues related to illuminated signs, staff is including a condition <br />of approval limiting the site to one five-foot, non-illuminated monument <br />sign and non-illuminated wall signs for the project. <br /> <br />At the December 22, 2003 Planning Commission meeting, a discussion was <br />held on the conditions proposed for. the project. At the conclusion of <br />this discussion, the Planning Commission amended two conditions and <br />deleted one. First, Planning Condition No. 3 was revised to require <br />graffiti removal within 24 hours in order to be consistent with recently <br />approved projects with a similar condition. Second, Planning Condition <br />No. 4 was amended to allow the YMCA the ability to illuminate the monument <br />sign by installing lighting that will project onto the future sign. <br />Finally, Planning Condition No. 8 was deleted since it duplicated another <br />condition of approval. <br /> <br />The YMCA of Orange County will provide needed services and programs to an <br />under served area of the community. To address concerns related to the <br />proposal, staff has included conditions of approval that mitigate these <br />concerns. As a result, the Planning Commission approved Conditional Use <br />Permit No. 2003-35 and Minor Exception No. 2003-10 as conditioned. <br /> <br />Environmental Impact <br /> <br />After completion of Environmental Review No. 03-233, a Mitigated Negative <br />Declaration and Mitigation Monitoring Program has been prepared for this <br />project pursuant to the California Environmental Quality Act (Exhibit 8). <br /> <br /> G.
