0 <br />GENERAL BACKGROUND AND SCOPE OF SERVICES <br />1.1 Definitions <br />0 <br />The following words as used in this RFP, shall be understood to refer respectively to: <br />Word in RFP <br />Definition <br />"City" <br />The City of Santa Ana, California <br />"Department" <br />The several departments and agencies therein <br />"Director" <br />The executive directors of the several City departments and agencies or <br />any of their properly authorized assistants <br />"Vendor" <br />The person, firm or corporation with whom the contract is made by said <br />City or the agent or legal representative who may be appointed to <br />represent such person, firm or corporation in the signing and performance <br />of said contract <br />"Proposer" <br />The person, firm or corporation who is responding this to Request For <br />Proposal RFP <br />"Contract Service <br />An employee /s of the Vendor who is assigned temporarily to the City to <br />Person /s" <br />perform designated services fora period of time referred to as a CSP <br />1.1 Objective <br />The City of Santa Ana is soliciting proposals from qualified Vendors who can provide technical <br />contract service persons and consulting services on an as needed basis for a one year period, <br />with possible extensions of four (4) additional one year periods. <br />While the terms and conditions of this agreement will be extended to all City Departments <br />requiring these services, the primary source of required services will be the Information <br />Services Division of the Finance & Management Services Agency. (The Information Services <br />Division will administer agreement/s resulting from this RFP.) <br />It is anticipated that the services provided through these agreements would be used in five <br />distinct manners: <br />• Provide staff for temporary situations which do not justify the addition of regular City <br />staff. <br />• Provide temporary contract service persons with unique technical skills to act as a <br />technical resource to project teams for projects which do not justify the addition of <br />regular staff. <br />• Provide /offer "outsourcing" alternatives to regular City employees. <br />• Provide additional resources for situations which exceed the capacity of existing City <br />staff. <br />• Provide project based consulting and implementation support. <br />November 2001 <br />
