The restaurant also <br />includes a 6,250 square foot outdoor patio area. <br /> <br />Further, as a part of the project, the applicant proposes to remove two <br />existing rooftop billboards. The applicant may request a variance to <br />reinstate one rooftop structure to provide signage for the restaurant. <br />The project site currently has signage, which is unpermitted. Staff is <br />working with the applicant to bring the signs into compliance. <br /> <br />Analysis of the Issues <br /> <br />General Plan <br /> <br /> The City proposes to change the existing land use designation from <br /> General Commercial (GC) to District Center (DC) for the site. This land <br />Ouse change will facilitate future residential uses and the rehabilitation <br /> of vacant housing units on the second floor of the United Automotive <br /> Building. <br /> <br />District Centers are considered the City's major development areas and <br />serve as anchors to commercial corridors to accommodate the most intense <br />development in the City. The proposed land use designation change to <br />District Center would be most appropriate to maximize the potential use <br />of the property. <br /> <br />The intersection of First and Main Streets is identified in the General <br />Plan as a focus intersection and leads directly into the Downtown and <br />Civic Center areas. The intent of a focus intersection is to improve the <br />aesthetic presence along major city streets. The proposed land use <br />change will improve the visual character of the intersection and help to <br />create a vibrant identity at this key location. <br /> <br />The land use change is consistent with uses currently found in the <br />adjacent Downtown and Civic Center areas. The ultimate site development <br />supports the General Plan's policies of promoting rehabilitation of <br />commercial properties, development of new housing, and increasing <br />employment opportunities in the City.
