The proposed land use change will improve the visual character of <br />the First and Main Streets intersection, which is identified in the <br />General Plan as a focus intersection, and help to create a vibrant <br />identity at this key location. <br /> <br />The land use change is consistent with uses currently found in the <br />adjacent Downtown and Civic Center areas. <br /> <br />Conditional Use Permit No. 2002-31 has been filed with the City of Santa <br />Ana seeking to allow the reuse of nine rental housing units for the property <br />located at 100 South Main Street which is located within Specific <br />Development No. 72 (SD-72). <br /> <br />SD-72 allows housing units subject to the issuance of a Conditional <br />Use Permit. <br /> <br />Santa Ana Municipal Code Section 41-638 authorizes the City <br />Council to grant a conditional use permit upon making certain <br />findings. <br /> <br />Will the proposed uses provide a service or facility, which will <br />contribute to the general well being of the neighborhood or <br />the community? <br /> <br />The proposed rehabilitation of the nine rental housing <br />units will contribute to the general well being of the <br />community by promoting medium density housing <br />around the downtown area. Further, encouraging the <br />adaptive re-use of historic buildings will enhance the <br />City's economic and fiscal viability. <br /> <br />ii. <br /> <br />Will the proposed use under the circumstances of the <br />particular case be detrimental to the health, safety, or <br />general welfare of persons residing or working in the <br />vicinity? <br /> <br />Conditions have been incorporated into the project to <br />address any adverse impacts that the project will <br />generate as the result of rehabilitation of rental <br />housing units. The units, in conjunction with the <br />proposed conditions, will not be detrimental to the <br />health, safety or general welfare of persons working in <br />the area. <br /> <br />iii. <br /> <br />Will the proposed use adversely affect the present economic <br />stability or future economic development of properties <br />surrounding the area? <br /> <br />Resolution No. 2004-005 <br />Page 2 of 13 <br /> <br /> <br />
