Ray, and Peggy Crawford- <br />4IÞаugherty to the Santa Ana Workforce Investment Board. <br /> <br />DISCUSSION <br /> <br />On March 6, 2000, the City Council adopted a resolution establishing the <br />Santa Ana Workforce Investment Board (WIB) and appointed 33 members. In <br />accordance with the federal legislation, a majority of the Board and the <br />Board Chair must come from the private sector. The remaining Board seats <br />represent education, non-profit organizations, one-stop mandated partners <br />and local labor organizations. . <br /> <br />At their first meeting in March 2000, the original Board members self <br />selected to serve two, three or four year terms. Eight of the original <br />Board members whose terms end March 7, 2004, have asked to be <br />reappointed. Two represent the private sector: Michael Metzler and Jon <br />Dietz. One member represents the Carl Perkins Act and adult education: <br />Dr. Rita Cepeda. Rebeca Zarate-Cervantes represents Migrant and Seasonal <br />Farm Workers. Deborah Sanchez represents Title I of the Workforce <br />Investment Act and the Empowerment Zone. Clarence "Buddy. Ray represents <br />Community Services Block Grant. Peggy Crawford-Dougherty represents the <br />Wagner-Peyser, NAFTA and Veterans Program. The programs that these <br />members fill are mandated by the federal legislation. The Board members' <br />4IJesumes are attached as Exhibit 1. <br /> <br />138-1 <br />
