DISCUSSION <br /> <br />The California Department of Health Services conducted a sanitary <br />survey of the West Pumping and Reservoir Station, which is maintained <br />by the City's Water Resources Division. The survey identified areas of <br />improvement that would help reduce the risk of contaminating the <br />reservoir's drinking water. As a result, bird control devices, <br />including netting and "bird wire", will be installed at the reservoir <br />to create an unstable landing area for pigeons and larger birds. <br /> <br />The notice inviting bids was advertised on November 21-22, 2003, and <br />bids were solicited. A summary of the bid invitations and bids <br />received is as follows: <br /> <br />15 Invitations For Bid mailed <br />2 Invitations For Bid mailed to Santa Ana vendors <br />5 Bids received <br />2 Bids received from Santa Ana vendors <br /> <br />Bids were received, opened on December 22, 2003, and evaluated (Exhibit <br />1) .
