DISCUSSION <br /> <br />The four-story Santa Ana Police Administration and Jail Facility opened <br />in January 1997, and is operational 24 hours per day. Approximately <br />2,224 sq. ft. of carpeting covers two stairways in the building. Due <br />to the frequent foot traffic, the carpeting requires replacement. <br /> <br />Bids were solicited, but no responses were received. Subsequently, <br />staff considered additional mass solicitation of bids an idle act, and <br />contacted Commercial Interior Resources to negotiate a price based on <br />an acceptable proposal.
