DISCUSSION <br /> <br />. Various City departments are required to have the ability to access the <br />latest legal reference materials on ongoing bases. This is done both <br />through standard publication and on-line formats. Examples of these <br />materials are California Codes, Penal Code, Housing Development Report <br />and other various legal and regulatory sources. The primary users of <br />these research services are the City Attorney's Office and the Police <br />Department. The Police Jail Administration is also required by the State <br />Regulatory Authority of Prisons and Jails to provide inmate's access to a <br />Law Library. <br /> <br />West Group, Inc. has provided these services to the City for the previous <br />five years and is the only publisher of several of the required <br />publications. The recommended action will allow for continuous service <br />to the various City Departments. In addition, a single agreement across <br />departments improves the City's overall coordination and use of legal <br />materials. <br /> <br />. <br /> <br />25C-1 <br />
