<br />Environmental Review and Amendment <br />To Agreement for Santa Ana <br />Water Well Project <br />March 15, 2004 <br />Page 2 <br /> <br />The City qualified to participate in the program and entered an agreement <br />to construct a new well at Mabury Park. OCWD is offering Santa Ana the <br />opportunity to construct a second well under this program. The second <br />well will be located at the Santa Ana Stadium at the northwest corner of <br />Sixth Street and Flower Street. <br /> <br />The design and construction costs for the Stadium well will be paid for <br />by OCWD with storage program funds. An existing trailer used for office <br />purposes by City staff will need to be removed. The replacement office <br />space will be included in the new well building construction. OCWD is <br />requesting that the City of Santa Ana pay an estimated $50,000 for the <br />cost of this office space. <br /> <br />The program requires each participant to meet certain milestones. <br />following is a general schedule for the program implementation: <br /> <br />The <br /> <br />Complete CEQA process for new well <br />Enter into amended agreement <br />Well designed and constructed <br /> <br />March 2004 <br />April 2004 <br />September 2006 <br /> <br />ENVIRONMENTAL IMPACT <br /> <br />In accordance with the California Environmental Quality Act, a Mitigated <br />Negative Declaration has been prepared to evaluate potential long-term <br />and short-term environmental impacts associated with the construction and <br />operation of the proposed water well at the Stadium. The Mitigated <br />Negative Declaration determined that with the incorporation of mitigation <br />measures there would be no avoidable adverse environmental impacts <br />associated with implementation of the project. <br /> <br />The Mitigated Negative Declaration was circu*ated for a 30-day review <br />period to the general public, homeowner association groups within the <br />project area, and effected state and local agencies. The review period <br />extended from January 28, 2004 to February 26, 2004. At this time no <br />substantial comments have been raised concerning the project and staff is <br />requesting that the City Council approve and adopt the attached Mitigated <br />Negative Declaration and Mitigation Monitoring Program, ER No. 2004-23. <br /> <br />25F-2 <br />
