<br />C. <br /> <br />GOALS AND OBJECTIVES <br /> <br />The Agency's Five-Year (2000-2005) Implamentatlon Plan outlines various <br />Redevelopment Plan goals and objectives for each of the Project Areas. In general, the <br />goals and objectives are summarized below, and are outlined for each of the Project <br />Areas an Table 3. ' <br /> <br />1. <br /> <br />Eliminate physical blight <br /> <br />2. <br /> <br />Create new employment opportunities. <br /> <br />3. <br /> <br />Encourege uniform and consistent land use patterns. <br /> <br />4. <br /> <br />Encourage private commenclallindustrlal rehabilltetion, development, and capital <br />investment. <br /> <br />5. <br /> <br />Implement the Clly's General Plan. <br /> <br />6. <br /> <br />Encourage highest and best use of available land consistent with the General <br />Plan. <br /> <br />7. <br /> <br />Provide or replace public streets, alleys, parks, sidewalks, sewers, storm drains, <br />traffic signals, lighting systems, and other public facilities and Improvements as <br />necessary. <br /> <br />8. <br /> <br />Develop vacant or underutllized Industrial land. <br /> <br />9. <br /> <br />Provide for Increased sales, business license, snd other fees, taxes, and <br />revenues to the City of Santa Ana. <br /> <br />10. <br /> <br />Expand the community's supply of housing, including opportunities for law and <br />moderate Income housing. <br /> <br />D. <br /> <br />AGENCY ACCOMPLISHMENTS <br /> <br />Redevelopment In Santa Ana began with the adoption of the Central City <br />Redevelopment Project In 1973. The project was adopted in response to deteriorating <br />conditions in the downtown.
