<br />A. <br /> <br />REDEVELOPMENT PROGRAMS <br /> <br />,. <br /> <br />Economic/Community Development <br /> <br />Economic/Community Development program will consist of the Agency enhsncing the <br />Merged Project Area by assisting In the commercIal and Industrial rehabilitation/ <br />development through business retention/attraction, rehabilitation loans and site <br />assemblage. The Agency's efforts In this program will provide new and expanded <br />opportunilies to existing businesses as well as encourage the revitalization of the <br />proposed Merged Project Area through new commerotal snd Industrial developmenll <br />rehabilitation. Rehabilitation loans provided by the Agency could also assist In the <br />preservation of historic structures through rehablillallon, relocation and reuse. The <br />Agency will primarily assist private davelopers In the development! redevelopment of <br />vacant, underutilized and blighted properties and will Include, as necessary, the <br />development of parking structures to create additional off-street parking. <br /> <br />2, <br /> <br />Public Facility Development <br /> <br />Public facility-based projects focus on the need for new or Improved public facilities such <br />as parks, community centers, and cultural centers and facilities. The Agency may <br />participate financially In providing upgraded or new park facilities that are of benefit to <br />the Merged Project Area by providing adequate recreational facilities In the proposed <br />Merged Project Area. The Agency proposes to provide assIstance In the development of <br />art and cultural facilities Including adequate parking fscilities and assistance In the <br />overall attraction of artists and art galleries to the Artists Village. <br /> <br />3. <br /> <br />Infrastructure Improvements <br /> <br />Infrastructure Improvements Include projects that will, assist with the future development <br />of the Merged Project Area Including, but not limited to, the following: 1) transportation <br />and cJrculstlon Improvements which may entail street widening, construction of street <br />medians, land configuration, street maintenance, and Improved treffic signalization; 2) <br />sewer Improvements to alleviate Infrastructure Inadeq~scles, meet flow requirements <br />and ensura public safety; 3) storm drain Improvements Including capacity for existing <br />and new development to ensure proper drainage and on-golng street maintenance of <br />Merged Project Area streets: snd 4) public Infrastructure Improvements Including <br />sidewalks, curbs and gutters, streetscape improvements, public transit Improvements, <br />create pedestrian links snd develop enhanced parkways and sidewalks, and provide <br />access to the disabled. <br /> <br />4. <br /> <br />Housing Program <br /> <br />As required by State law, not leas than 20 percent of tax Increment funds allocated to the <br />Agency pursuant to CRL Section 33/170 must be depoaltad into the Houalng Fund to be <br />used to assist 'n 'ncreaslng, Improving and preserving the CIty's supply of low and <br /> <br />Preliminary Report for the Merger of the J5A!i~I:S,,'r ~ Keyser Marston Associates, Inc. <br />Santa Ana Redevelopment Projects Page 14 <br /> <br />P_-"", <br />""",IIO3.OO3IO2m"" <br /> <br />55C-32 <br />
