<br />Appeal Nos. 2004-02, 2004-03 & 2004-04 <br />April 19, 2004 <br />Page 2 <br /> <br />Mr. Alan Fuller, owner of the H. E. Yost House located at 2422 North <br />Santiago Street, requests removal of the proposed listing and <br />categorization of his property as Contributive on the Santa Ana Register <br />of Historical Properties. Mr. Fuller's stated reasons for filing the <br />appeal are; 1) the encumbered marketability of the property, 2) lack of <br />benefits and 3) restrictions (Exhibit 2). <br /> <br />Ms. Deanna Petty and Mr. Erick Peter, owners of the Forgy House located <br />at 2428 North Oakmont Avenue, requests removal of the proposed listing <br />and categorization of their property as Contributive on the Santa Ana <br />Register of Historical Properties. The owners have concerns the <br />placement will adversely affect their property (Exhibit 3). <br /> <br />Analysis of the Issues <br /> <br />Joe Lowell House at 924 North Lowell Street <br /> <br />On November 6, 2003, the Historic Resources Commission continued action <br />on this property for 90 days to allow Mr. Astran time to evaluate the <br />benefits and responsibilities of being placed on the Register. Prior to <br />the February 5, 2004 Commission hearing, staff spoke to Mr. Astran about <br />the upcoming meeting and advised him to send or fax a letter to the <br />Commission stating his concerns with the Register listing if he could not <br />attend the meeting. Mr. Astran did not attend the meeting nor did he <br />submit any written communication and subsequently, the Historic Resources <br />Commission approved the placement and categorization of this structure on <br />the Santa Ana Register of Historical Properties (Exhibit 4). <br /> <br />H. E. Yost House at 2422 North Santiago Street <br /> <br />Prior to the March 4, 2004 Historic Resources Commission hearing, staff <br />contacted Mr. Fuller about the upcoming meeting regarding placement of <br />his property on the Register. He was advised to send or fax a letter to <br />the Commission stating his concerns with the proposed Register listing if <br />he could not attend the meeting. Mr. Fuller neither attended the hearing <br />nor submitted written communication. Hence the Historic Resources <br />Commission approved the placement and categorization of the H. E. Yost <br />House on the Santa Ana Register of Historical Properties (Exhibit 5). <br /> <br />Forgy House at 2428 North Oakmont Avenue <br /> <br />On March 3, 2004, Mr. Peter responded to the notification of the pending <br />placement of his property on the Register by contacting staff. He was <br />advised by staff to provide written communication to the Commission if he <br /> <br />75A-2 <br />
