These programs include Community Development Block <br />Grant (CDBG) , HOME Investment Partnership Act (HOME), Emergency Shelter <br />Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA). <br />These funds provide for affordable and supportive housing, community <br />development programs, social services and economic opportunities. <br />According to program regulations, since Santa Ana is the most populous <br />city in the County, HOPWA funds are provided to the City for use <br />Ahroughout the County to address housing and supportive services for <br />~ersons with HIV/AIDS. <br /> <br />190-1 <br />
