REQUEST FOR
8 COUNCIL ACTION

A

CITY COUNCIL MEETING DATE:

CLERK OF COUNCIL USE ONLY:

MAY 3, 2004
TITLE:

PAYMENT AUTHORIZATION FOR
CATCH BASIN AND CULVERT REPAIRS
(SPEC. NO. 04-052)

APPROVED
0 As Recommended
0 As Amended
0 Ordinance on 1st Reading
0 Ordinance on 2nd Reading
0 Implementing Resolution
0 Set Public Hearing For

{}ßk

CONTINUED TO

FILE NUMBER

CITY MANAGER

RECOMMENDED ACTION

Authorize payment to Topline Construction,
culvert repairs in the amount of $21,500.

8 DISCUSSION

Inc.

for catch basin and

City maintenance crews recently discovered two catch basins and one
culvert with significant damage. One catch basin is located near
Saddleback High School and poses a significant risk to pedestrian
traffic. The catch basin top sustained major damage and is at risk of
a complete collapse. The other catch basin, located on Segerstrom
Avenue, sustained damage that exposed metal angle iron which made it a
hazard to vehicular traffic. The culvert, which was built in 1963,
extends into a traffic lane and rocks from two to three inches when
vehicles are driven over it. The top of the culvert is in danger of
collapsing, due to a high amount of vehicular traffic.

Topline Construction, Inc. was issued an Emergency Purchase Order by
the Public Works Agency in order to make immediate repairs. The work
consisted of repairs to the catch basin decks and removal and
reconstruction of the entire culvert. Two quotes to make the necessary
repairs were obtained, and Topline Construction, Inc. provided the
lowest responsive bid. The Public Works Agency requests authorization
to pay Topline Construction, Inc. for the emergency repairs performed.

8

22M-1
