The survey will be re-administered at the end of the program <br /> <br />period to measure improvement. <br /> <br />IMPLEMENTATION <br /> <br />Organizational Description: The City of Santa Ana, Parks, Recreation and Community <br /> <br />Services Agency (PRCSA) has delivered services to the residents of Santa Ana since 1947. The <br /> <br />agency's annual general fund budget is $12,054,910 and includes 105 full time and over )00 part <br /> <br />time employees. The agency's mission is "to serve as a catalyst for community enrichment". <br /> <br />The Leadership Development Strategy will be part ofthe Youth and Community Services <br /> <br />Division (YCS) ofPRCSA, which is managed by the Recreation Superintendent who has a BA in <br /> <br />Psychology, a Juris Doctorate and over 25 years experience in developing, implementing and <br /> <br />evaluating recreational, educational and prevention programs for youths and their families. The <br /> <br />YCS provides a wide range of recreational, educàtional and prevention services at 7 recreation <br /> <br />centers, 12 school sites, 5 aquatics facilities, and the McFadden Education and Technology Center. <br /> <br />The mission of the YCS is "to provide a variety of recreational and educational programs that <br /> <br />stimulate mental, social, and physical development in a safe and protective environment ". <br /> <br />The YCS has for the past nine years incorporated a risk focused prevention approach in its youth <br /> <br />programming. This strategy began after a city team, including the Recreation Superintendent, <br /> <br />completed the Communities That Care training sponsored by the U.S. Department of Justice <br /> <br />(DOl) in 1994. In 1995, the Recreation Superintendent joined the City's Mayor, the SAUSD <br /> <br />Superintendent, and law enforcement representatives at the Youth Focused Community Policing <br /> <br />Key Leader Work Session, which provided hands-on training on implementation of the model. <br /> <br />The YCS took the lead in applying the risk-focussed prevention strategy to develop and <br /> <br />implement a three-year juvenile delinquency prevention program funded by OJJDP called Santa <br /> <br />13 <br />
