<br />CITY OF SANTA ANA <br />PARKS, RECREATION AND COMMUNITY SERVICES AGENCY <br />LEADERSHIP DEVELOPMENT STRATEGY <br />MC FADDEN EDUCATION AND TECHNOLOGY CENTER <br />OPERATIONAL AGREEMENT <br /> <br />This Operational Agreement stands as evidence that the City of Santa Ana Police Department, <br />South Coast and West End Districts and the City of Santa Ana, Parks, Recreation and <br />Community Services Agency (PRCSA) intend to work together toward the mutual goal of. <br />providing prevention services and activities for youth who exhibit known risk factors for future <br />adolescent problem behaviors. <br /> <br />Both agencies believe that implementation of the Leadership Development Strategy at <br />McFadden Education and Technology Center proposal as described herein will further this goal. <br />To this end, each agency agrees to participate in the program beginning July 1, 200) and ending <br />June )0, 2004, if selected for funding, by coordinating/providing the services listed below. <br /> <br />The City of Santa Ana, Parks, Recreation and Community Services Agency is the lead fiscal <br />agency for the proposed program. <br /> <br />The proposed program will serve the attendance boundaries for Spurgeon Intennediate School <br />and three of the feeder elementary schools, including Lincoln, Jackson, and Monte Vista <br />Elementary Schools, which includes Police Reporting Grids 85, 86, 104, 105, 106 and 126, <br />which are in the Westend and Southcoast Police Districts. <br /> <br />The City of Santa Ana PRCSA will coordinate closely with the SAPD to provide the following <br />servICes: <br /> <br />. Oversee the coordination of program development and implementation. <br />. Hire trained and qualified staff to implement program activities and services and will provide <br />the appropriate of supervisory and administrative staff to manage the program and oversee <br />the delivery of direct services. . <br />. Ensure compliance with operational, administrative and fiscal requirements, including liaison <br />with all partners and grant funding source as needed to maintain compliance. <br />. IdentifY and leverage resources to enhance the program strategy. <br />. Oversee all program and fiscal data gathering, reporting, record keeping. <br />. Provide leadership in developing goals and objectives for program participants and defining <br />the role of each partner. <br />. Provide the McFadden Technology facility, including computer hardware and appropriate <br />software, building operations and maintenance, etc. <br />. Facilitate meetings with program staff and partners on a quarterly basis throughout the grant <br />period to discuss progress and to make recommendations for improvement. <br />. Provide organized mentoring opportunities for SAPD officers utilizing overtime funds <br />allocated in the proposed program budget. <br /> <br />1 <br />
