<br />8 <br /> <br />8 <br /> <br />8 <br /> <br />CITY COUNCIL COMMITTEE ON <br />NEIGHBORHOOD IMPROVEMENT/CODE ENFORCEMENT <br />Meeting Minutes <br />February 24, 2004 <br /> <br />CALL TO ORDER <br /> <br />The meeting convened at 6:38 p.m. in Room 831 of City Hall. <br /> <br />ATTENDANCE <br /> <br />The following Councilmembers were present: Lisa Bist and Alberta Christy <br /> <br />Staff present were: Stephen G. Harding, Executive Director/Planning and Building Agency; Ken <br />Adams, Assistant Director/Planning and Building Agency; Bruce Dunams, Community <br />Preservation Manager; Sergio Klotz, Senior Planner; Jim Ross, Executive Director/Public <br />Works Agency; George Alvarez, City Engineer; Joe Fletcher, City Attorney; and Ben Kaufman, <br />Chief Assistant City Attorney <br /> <br />AGENDA ITEMS <br /> <br />1. <br /> <br />APPROVAL OF MINUTES - OCTOBER 23, 2003 SPECIAL MEETING AND OCTOBER <br />28, 2003 CANCELLATION <br /> <br />Approved by a vote of 2:0 <br /> <br />2. <br /> <br />HOME OCCUPATION PERMITS <br /> <br />Sergio Klotz provided the Committee a summary of the City of Santa Ana's process <br />regarding Home Occupation Permits (HOP's). Mr. Klotz provided the Committee <br />information regarding the approval, hearing and revocation process pertaining to home <br />occupations. Mr. Klotz stated that the coordination between Business Licensing and the <br />HOP process has not been a problem. The Committee discussed issues pertaining to: <br />(1) the enforcement of unpermitted commercial vehicles on residential properties; and (2) <br />the necessity for the City to continue to communicate with the neighborhoods regarding <br />unpermitted businesses. <br /> <br />3. <br /> <br />VENDING TRUCK UPDATE <br /> <br />Mr. Dunams presented an outline of a preliminary enforcement program pertaining <br />to vending trucks. The preliminary enforcement program would include the <br />designation of certain portions of public streets as approved vending locations. Mr. <br />Dunams, Mr. Adams, the Committee and members of the community discussed the <br />current impacts vending trucks have on parkways, private property and the City's <br />neighborhoods in general. Mr. Dunams explained that the regulation of mobile vending is <br />primarily through the State of California's Vehicle Code. Mr. Dunams further explained <br />that the regulation of vending trucks would require the cooperation of the mobile vendors <br />themselves. The Committee and members of the public discussed the necessity to <br />develop a program that would lessen the impact of vending trucks on the City's <br />communities. The Committee directed staff to come back in 60 days with a more defined plan <br />that would include a list of potential vending locations, the method of enforcement and <br />preliminary cost estimates to implement and maintain the program. <br /> <br />138-1 <br />
