<br />5/01/04 LES <br /> <br />RESOLUTION NO. 2004-035 <br /> <br />THE RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA ESTABLISHING THE <br />LACY PERMIT PARKING DISTRICT <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />SECTION 1: The City Council of the City of Santa Ana hereby, finds, <br />determines and declares as follows: <br /> <br />a) Section 22507 of the Vehicle Code of the State of California <br />authorizes a city to prohibit stopping, parking or standing of vehicles on certain <br />streets and to establish a permit system exempting certain vehicles from the <br />prohibition. <br /> <br />b) Pursuant to Article XI (commencing with Section 36-480) of Chapter <br />36 of the Santa Ana Municipal Code, (hereinafter "Article XI") the City Council of the <br />City of Santa Ana is authorized to adopt a resolution establishing Permit Parking <br />Districts wherein parking restrictions apply to all vehicles except vehicles which <br />have been issued parking permits pursuant to said Article. <br /> <br />c) Due to conflicting land use, the Lacy residential neighborhood is in <br />need of a Permit Parking District in order to protect neighborhood integrity against <br />excessive intrusion of multi-family, non-residential and commuter vehicle parking. <br /> <br />SECTION 2. The Lacy Permit Parking District is hereby established, to consist <br />of that area of the City of Santa Ana generally bounded on the north by Civic Center Drive, <br />and on the east by Santiago Boulevard and Southern Pacific Railroad, on the south by <br />First Street, and on the west by Main Street and does not include any street on its outer <br />boundary and does not include Santa Ana Boulevard and Fourth Street within said <br />district's boundary as more particularly depicted in "Exhibit 1," attached hereto and <br />incorporated herein by reference. <br /> <br />SECTION 3. The parking restrictions imposed pursuant to Article XI and this <br />Resolution shall apply to any block within the Lacy Permit Parking District only after a <br />petition signed by the owners of sixty-six percent (66%) or more of the residential lots <br />abutting such block have filed a petition with the Executive Director of the Public Works <br />Agency expressing their desire for such parking restrictions, and after signs indicating the <br />parking restrictions on such block have been erected in accordance with Article XI. <br /> <br />SECTION 4. No person shall park any vehicle at any time on any portion of any <br />street within the Lacy Permit Parking District as to which signs have been erected <br /> <br />55A-4 <br />
