<br />8eneral Plan Amendment <br />pril 26, 2004 <br />Page 3 <br /> <br />No. 2004-02 <br /> <br />The approval of the general plan amendment will promote a balance of <br />land uses to address basic community needs as identified in the General <br />Plan. Further, this amendment will promote more consistent land use <br />polices for this portion of the Main Street corridor in that the Bowers <br />Museum is the only remaining property without the District Center <br />designation. Approval of the amendment will also allow the future <br />expansion of the Bowers Museum and will enhance an existing land use that <br />provides community and regional economic and cultural benefits. Further, <br />the project will enhance a dynamic urban space that fosters cultural, <br />entertainment, and business activities within the City as encouraged in <br />the Urban Design Element of the General Plan. Based upon the above <br />analysis, staff recommends that the Planning Commission recommend that <br />the City Council approve General Plan Amendment No. 2004-02. <br /> <br />The attached mitigated negative declaration has been prepared for the <br />approval of the general plan amendment and to facilitate the proposed <br />museum expansion. The environmental document has been revised to <br />_incorporate a mitigation measure to clarify that any use on the city- <br />~wned surface parking lot site will require further environmental <br />document analyzing the use's impact on the surrounding homes and <br />businesses.
