<br />. <br /> <br />Koo- 5/10/04 <br /> <br />RESOLUTION NO. 2004-038 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AMENDING THE GENERAL PLAN OF THE <br />CITY OF SANTA ANA FROM GENERAL COMMERCIAL <br />(GC) TO DISTRICT CENTER (DC) FOR THE PROPERTY <br />LOCATED AT 2032 NORTH MAIN STREET (GPA 2004-02) <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br /> <br />. <br /> <br />. <br /> <br />A. <br /> <br />General Plan Amendment No. 2004-02 has been filed with the City of <br />Santa Ana to amend the General Plan Land Use Designation from <br />General Commercial (GC) to District Center (DC) for the property located <br />at 2032 North Main Street to allow for the expansion of the Bowers <br />Museum. <br /> <br />The Planning Commission of the City of Santa Ana held a duly noticed <br />public hearing on April 26, 2004, on General Plan Amendment No. 2004- <br />02 and determined by a unanimous vote to recommend that the City <br />Council adopt a resolution approving General Plan Amendment No. 2004- <br />02. <br /> <br />B. <br /> <br />C. <br /> <br />The Council finds that General Plan Amendment No. 2004-02 is consistent <br />with the General Plan, including but not limited to its policies and goals of: <br /> <br />1. Promote the balance of land uses to address basic community <br />needs. Land Use Element Goal 1.0. <br /> <br />D. <br /> <br />Encourage the development of commercial and nonprofit <br />recreational facilities and services. Land Use Element Policy 1.7. <br /> <br />Protect and enhance developments sites and districts which are <br />unique community assets that enhance the quality of life. Land Use <br />Element Goal 4.0. <br /> <br />Improve the physical appearance of the City through development <br />of districts that project a sense of place, positive community image, <br />and quality environment. Urban Design Element Goal 1.0 <br /> <br />The Mitigated Negative Declaration as approved does not include the <br />parking structure identified therein. The City Council has determined that <br />any impact to parking because of the future expansion will be addressed <br />when the expansion project comes forward for subsequent approvals. At <br />that time, mitigation measures will be in place to reduce the project's <br />parking impacts.
