PUBLIC HEARINGS <br /> <br />75.C. <br /> <br />Motion: <br /> <br />APPEAL NO. 2002-04 - CONDITIONAL USE PERMIT NO. 2002-14 AND <br />VARIANCE NO. 2002-09:2029 WEST FIRST STREET <br /> <br />Consider approving Appeal No. 2002-04, Conditional Use Permit No. 2002- <br />14, and Variance No. 2002-09 to appeal the decision of the Planning <br />Commission to deny the issuance of Conditional Use Permit No. 2002-14 to <br />legalize an indoor swapmeet and deny the issuance of Variance No. 2002- <br />09 to reduce the minimum off-street parking and landscaping requirements <br />at 2029 West First Street. <br /> <br />Legal Notice published in the Orange County Register and mailed on <br />January 10, 2003 <br /> <br />Planning Commission denied Conditional Use Permit No. 2002-14 on <br />October 28, 2002 by a 5-1 vote (Leo opposing, Doughty absent) <br /> <br />Staff report presented by Deputy City Manager for Development Services <br />Cindy Nelson <br /> <br />The Clerk of the Council noted that several communications in support of <br />the indoor swap mall had been received from tenants and business patrons <br />and would be placed in the official file on this matter. <br /> <br />Wayne Avrashaw, representing the applicant, Tom Hewko, Ricardo Garcia, <br />Nancy Escobedo, Kee Kim, Julie Williams, Mike Tudor, Armando Balderas, <br />and Dale Daesong Lee addressed the Council in support of the requested <br />conditional use permit.
