WORK STUDY SESSION <br /> <br /> · A second alternative plan would widen Grand Avenue from 4 lanes to 6 <br /> lanes in a 120 foot wide cross section, with bus turnouts and a <br /> landscaped median, intermittent widening on both the east and west <br /> sides of street, with a five foot wide, on-street, class II Bikeway; this <br /> alternative has an estimated cost of $40 million <br />· Alternative 2 meets all of the defined project objectives <br />· The majority of the significant adverse environmental impacts can be <br /> mitigated to below a level of significance with alternative 2 <br />· To accommodate forecasted 2020 traffic volumes the following <br /> changes would be made: <br /> Right turn lanes on northbound and southbound approaches <br /> would be converted to shared through/right-turn lanes <br /> One additional through lane would be added in each direction <br /> on Grand Avenue <br /> Significant improvements would be made at the intersections of <br /> 1STand 17th streets <br />· Additional left-turn lanes are provided on the northbound and <br /> southbound approaches- 1st Street intersection <br />· Exclusive right-turn lanes are provided on the southbound and <br /> westbound approaches- 1st Street intersection <br />· Additional left-turn lanes are added to the northbound and southbound <br /> approaches - 17th Street intersection <br />· Exclusive right-turn lanes are added to the northbound and westbound <br /> approaches - 17th Street intersection <br />· Project involves acquisition of privately owned property to provide for <br /> roadway widening and landscape setback requirements <br />· Not all property will be used for construction of roadway improvements <br />· Majority of remnant parcels will be combined into larger, developable <br /> parcels and sold to private parties for development <br />· Draft EIR was released for a 45-day public review starting on June 24 <br /> through August 9, 2002 <br />· Draft EIR's were mailed to reviewing agencies, neighborhood <br /> associations, and citizens on the City's interest list <br />· Notices in English and Spanish were mailed to all property owners and <br /> tenants within 300 feet of the project <br />· Planning Commission held public hearing on July 22, 2002; the <br /> majority of comments received related to the acquisition of property <br /> and relocation benefits <br />· As approved by the City Council, Alternative 2 will be constructed in <br /> phases based on available funding <br /> <br />CITY COUNCIL MINUTES 79 FEBRUARY 18, 2003 <br /> <br /> <br />
