Fencing is installed within 24 hours, when <br />necessary, to provide immediate public safety. Four of <br />the bids were found to be nonresponsive to the specification, as the <br />vendors did not offer a 24-hour response time at no additional charge as <br />required by the specification. The bid received from S&S Rent-A-Fence, <br />. Inc. is responsive to the specification.
