These
services are required to augment City and Community Development Agency
(CDA) staff to complete street and park improvement projects as well as
housing rehabilitation projects.

In connection with street widening and CDA redevelopment projects, the
Ci ty and CDA often purchase properties. Before a property is purchased,
the City will normally perform an investigation to determine the existence
or extent of any soil contamination on such property. If contamination is
found, the Regional Water Quality Control Board (RWQCB) may require the
City to remediate the contamination. The RWQCB also requires the periodic
monitoring and remediation of the City's fire stations. For these
investigations and remediation services, the City utilizes the services of
a qualified environmental consultant.

In addition City staff requires geotechnical services to test, analyze and
report on the stability of the soil for these projects. These services
include design recommendations for building foundations, site grading,
retaining walls and storm drain facilities. Utility potholing to determine
the location of underground utilities is also included. Due to the large
volume of these services required and quick response often requested by
411Pe RWQCB, staff is requesting the City retain two consultant firms.

25A-1
