<br />. <br /> <br />non-attainment under an applicable <br />ambient air quality standard? <br /> <br />federal <br /> <br />or <br /> <br />state <br /> <br />Less Than Significant Impact <br /> <br />The proposed project would be consistent with the City's <br />General Plan and the local growth forecasts for the Orange <br />County sub region and regional emissions budget developed <br />by the Southern California Association of Governments for <br />the 1999 Air Quality Management Plan. SCAG has determined <br />that the air pollution impacts of any project that conforms <br />to local growth forecasts would be consistent with this <br />forecast and the regional air quality impacts would be <br />adequately mitigated by the Plan to a level considered less <br />than significant. <br /> <br />D. <br /> <br />Expose Sensitive <br />concentrations? <br /> <br />receptors <br /> <br />to <br /> <br />substantial <br /> <br />pollutant <br /> <br />Less Than Significant Impact <br /> <br />. <br /> <br />Implementation of the proposed project would not exceed the <br />South Coast Air Quality Management District threshold for <br />potentially significant long-term or short-term air quality <br />impacts. Therefore, implementation of the proposed proj ect <br />would not expose sensitive receptors to any substantial <br />concentrations of air quality pollutants. <br /> <br />E. Create objectionable odors affecting a substantial number <br />of people? <br /> <br />Less Than Significant Impact <br /> <br />The operation of the proposed proj ect would not generate <br />significant objectionable odors to the public. The majority <br />of the construction operations for the proj ect would be <br />interior tenant improvements. Less than significant <br />construction-related odor impacts would occur. <br /> <br />IV. BIOLOGICAL RESOURCES <br /> <br />. <br /> <br />A. Have a substantial adverse impact, either directly or <br />through habitat modifications, on any species identified <br />as a candidate, sensitive or special status species in <br />local or regional plans, policies or regulations or by <br />the California Department of Fish and game or U.
