WORK STUDY SESSION <br /> <br />Mr. Young reported that relative to the location of the 4th District Appellate <br />Court, the funding was not taken away. He also noted that there is a <br />renewed effort to locate the Court near the University of California, Irvine. <br />He said that the City will continue to resist any proposal that does not <br />provide for the Court to be located in Santa Ana. <br /> <br />Mr. Young reported that AB 708 introduced by Assembly Members Correa <br />and Matthews would extend the applicability of the 20 year time period to <br />all designated enterprise zones that meet the specified criteria. He noted <br />that there was some sentiment to take out the manufacturing investment <br />tax credit for businesses but he did not think this will happen. <br /> <br />Following the State and Federal legislative update by the City's advocates, <br />Council discussion ensued. <br /> <br />COMMENTS <br /> <br />90.A. <br /> <br />PUBLIC COMMENTS <br /> <br />Alma Ramirez addressed the Council relative to various social issues <br /> <br />Beryl Wilson Viebeck addressed the Council relative to two ficus trees <br />planted by the City near her property at 312 S. Main; she noted that the <br />tree roots will potentially g row through the sidewalk and parking lot and <br />also damage the sewer lines and building foundation; she noted that she <br />has asked the City to remove the trees while they are young but she was <br />only able to get the City to remove tree limbs. <br /> <br />Rosalinda Ramirez raised concerns relative to the shooting of Elmer <br />Bustos and the lack of information relative tp the status of the investigation <br />of the shooting <br /> <br />90.B. <br /> <br />CITY COUNCIL COMMENTS <br /> <br />Councilmember Garcia <br />· Wished everyone a happy St. Patrick's Day <br />· Noted that his thoughts and prayers are with the men and women <br /> serving our country abroad <br /> <br />CITY COUNCIL MINUTES 114 MARCH 17, 2003 <br /> <br /> <br />
