It is
now more important than ever to maximize the City's opportunities to receive legislative support as well as
state funding that can allow City General Fund dollars to be spent on increased public safety and local
services to protect and support the citizens of Santa Ana and its visitors.

Townsend Public Affairs, Inc. is the best choice for a government affairs specialist ideally prepared to
create and ensure positive advocacy to protect local dollars and to target existing and potential capital
funding opportunities for City libraries, parks, cultural centers, public works, and educational institutions,.
Over the past few years, Townsend Public Affairs, Inc. has secured over $200 million in public funding for
its clients and their projects, including over $5 million for the City of Santa Ana. Significant funding
opportunities still remain in Propositions 40 and 50, as well as other sources, and Townsend Public
Affairs, Inc. is ideally prepared to maximize these opportunities on behalf of the City of Santa Ana.

These goals will require a comprehensive governmental advocacy strategy that will include the following:

Advocacy Services with Local Legislative Delegation
TPA will leverage its relationships with local Senate and Assembly offices to develop a significantly
improved working partnership between the City and its representatives in the state legislature. This will
include, but is not limited to, development of advocacy strategies, setting up briefings and encouraging bill
sponsorship. TPA will also assist City staff in developing local positions that best suit the needs of the City
while balancing political sensitivities in Sacramento.

Enterprise Zones

85A-1
