City of Santa Ana <br />Coating, Painting and Structural Inspection Proposal <br />March 15, 2004 <br />a. Weather conditions will be verified by use of a sling psychrometer to <br />determine suitability of climatic conditions prior to and during all <br />application operations. <br />b. Contractor's equipment is constantly monitored to determine operation <br />will not contribute to any degradation of application (oil, moisture, etc,) <br />c. Coating materials are inspected for compliance to specification and all <br />mixing/thinning operations are monitored. <br />d. Surfaces are reinspected to verify no dust or other contaminants are on <br />surface and remedial cleaning performed as required. <br />e. After approval of surface, application is carefully monitored to verify <br />coatings are evenly applied at proper thickness and with no overspray to <br />interfere with adhesion. <br />3. FINISH COAT(S)INSPECTION(INTERIOR-SPOT REPAIR)-After approval <br />of prime coat application, ongoing inspection monitors weather condition, <br />Contractor's application equipment and its operation, mixing of coating and <br />physical inspection of coating application, including spray techniques, <br />cleanliness of surface thickness, etc. <br />a. Procedures outlined in 3. above are repeated during application of <br />additional coatings, including careful examination of areas where <br />cleaning penetrated coating film to verify edges of film have not lifted, <br />curled, etc. Where defects exists, additional cleaning will be performed <br />to bring area into compliance with specification and area will be <br />recoated as required. <br />4. FINAL INSPECTION (INTERIOR-SPOT REPAIR) -Requires input at <br />conclusion of finish coatings to insure application, film continuity (holiday <br />detection) and dry film thickness are incomplete conformance to specification. <br />a. DRY FILM THICKNESS TESTING: <br />(1) Prior to testing dry film thickness on any given day, Inspector <br />will calibrate his instrument against N.B.S. metal plate standard. <br />No plastic shims will be used.
