<br />1 <br />2 <br /> <br />3 <br />4 <br /> <br />5 <br />6 <br /> <br />7 <br />8 <br /> <br />9 <br />10 <br /> <br />11 <br />12 <br /> <br />13 <br />14 <br /> <br />15 <br />16 <br /> <br />17 <br />18 <br /> <br />19 <br />20 <br /> <br />21 <br />22 <br /> <br />23 <br />24 <br /> <br />25 <br />26 <br /> <br />27 <br />28 <br /> <br />Act of 199B provides the framework for a national workforce preparation and <br /> <br />emp 1 oyment system. <br /> <br />Ti t 1 e 1 of the WIA authori zes and funds a number of <br /> <br />employment <br /> <br />and training programs <br /> <br />in California. <br /> <br />Workforce <br /> <br />investment <br /> <br />activities authorized by WIA are provided at the local level via the One-Stop <br />de 1 i very system to i ndi vi dua 1 sin need of those servi ces, i nc 1 udi ng job <br />seekers, di s located workers, youth. incumbent workers, new entrants to the <br /> <br />workforce. veterans. persons with disabilities and employers. <br /> <br />The WIA's <br /> <br />primary purpose is to provi de workforce investment act i viti es that increase <br />the employment, retention, and earnings of the participant. and increase <br /> <br />attainment of occupational skills by participants. <br /> <br />4.13 Workforce Investment Board (WIB): <br /> <br />A consortium of local business <br /> <br />and community leaders who shall provide pol icy guidance and oversight to a <br />local Workforce Investment Plan that is responsive to the workplace needs of <br /> <br />business and job seekers alike. <br />4.14 Workforce Investment Plan: <br /> <br />A local plan created under the WIA, <br /> <br />and administered by the WIB on behalf of CONTRACTOR. that provides a <br />coordinated mix of services that best meets the workforce investment needs of <br /> <br />the local labor market. <br /> <br />5. <br /> <br />DESCRIPTION OF SERVICES. STAFFING <br /> <br />5.1 <br /> <br />CONTRACTOR agrees to provide those services. facilities, equipment <br /> <br />and supplies as described in the exhibits to the Agreement Between County of <br />Orange and City of Santa Ana, for the Provision of Employment Training <br /> <br />Services. attached hereto and incorporated herein by reference: <br /> <br />Exhibit "A" <br /> <br />relating to Community Service activities. and Exhibit "B" relating to Work <br />Experience activities. <br /> <br />5.2 <br /> <br />Subject to thirty (30) days advance notice. ADMINISTRATOR may, in <br /> <br />its sole discretion. require changes in staffing patterns in accordance with <br />workload demands related to the number of clients to be served. <br /> <br />(WSH0204) <br /> <br />7 of 37 <br />
