ABLE is a regional helicopter <br />program, which combines the airborne resources of the City of Costa Mesa <br />and the City of Newport Beach to provide enhanced law enforcement services <br />to participating agencies. The intent of the program is to make <br />helicopters more available and affordable to law enforcement agencies <br />throughout the region. <br /> <br />The availability of the law enforcement helicopters allows the Police <br />Department to continue to provide a rapid and enhanced response to <br />incidents posing the greatest risk to the public, including robberies, <br />burglaries, assaults and fleeing felons. Community Development Block <br />Grant funds have been approved for this program in the amount of $367,570. <br />This funding provides for the terms of the one-year agreement with ABLE <br />and the cost for one full-time sworn police pilot/observer in an amount <br />not to exceed $128,825. <br /> <br />FISCAL IMPACT <br /> <br />Funds are available in the FY 2004-05 Community Development Block Grant - <br />Capital Project Account (account no. 135-149-6931). <br /> <br />8/) \ <br />~~'À \^A~ <br /> <br />Paul M.
