<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />~ <br />~ <br /> <br />_ITY COUNCIL MEETING DATE: <br />JUNE 21, 2004 <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />APPROVED <br /> <br />TITLE: <br />AGREEMENT TO PROVIDE LAW <br />ENFORCEMENT HELICOPTER <br />SERVICES <br /> <br />/ <br />¡Io. y <br /> <br />a« <br /> <br /> <br />0 As Recommended <br />0 As Amended <br />0 Ordinance on 1" Reading <br />0 Ordinance on 2nd Reading <br />0 Implementing Resolution <br />0 Set Public Hearing For <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and the <br />Clerk of the Council to execute a one-year agreement with the Airborne Law <br />Enforcement Services Joint Powers Authority for law enforcement helicopter <br />services in an amount not to exceed $238,745. <br /> <br />eISCUSSION <br /> <br />In October 1994, the City of Santa Ana began participating in the Airborne <br />Law Enforcement Services (ABLE) program. ABLE is a regional helicopter <br />program, which combines the airborne resources of the City of Costa Mesa <br />and the City of Newport Beach to provide enhanced law enforcement services <br />to participating agencies. The intent of the program is to make <br />helicopters more available and affordable to law enforcement agencies <br />throughout the region. <br /> <br />The availability of the law enforcement helicopters allows the Police <br />Department to continue to provide a rapid and enhanced response to <br />incidents posing the greatest risk to the public, including robberies, <br />burglaries, assaults and fleeing felons. Community Development Block <br />Grant funds have been approved for this program in the amount of $367,570. <br />This funding provides for the terms of the one-year agreement with ABLE <br />and the cost for one full-time sworn police pilot/observer in an amount <br />not to exceed $128,825. <br /> <br />FISCAL IMPACT <br /> <br />Funds are available in the FY 2004-05 Community Development Block Grant - <br />Capital Project Account (account no. 135-149-6931). <br /> <br />8/) \ <br />~~'À \^A~ <br /> <br />Paul M.
