<br />REQUEST FOR <br />tf°UNCIL ACTION <br /> <br />CITY COUNCIL MEETING DATE: <br /> <br />~ <br />~ <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />JUNE 21, 2004 <br /> <br />TITLE: <br />AGREEMENT WITH WATERS AND <br />FAUBEL TO PROVIDE STORMWATER <br />RELATED PUBLIC EDUCATION AND <br />OUTREACH SERVICES <br /> <br />APPROVED <br />D As Recommended <br />D As Amended <br />D Ordinance on 1st Reading <br />D Ordinance on 2nd Reading <br />D Implementing Resolution <br />D Set Public Hearing For <br /> <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare and authorize the City Manager and <br />the Clerk of the Council to execute an agreement with Waters & Faubel for <br />a total cost of $85,000 to provide stormwater related public education <br />and outreach services. <br /> <br />eISCUSSION <br /> <br />In March 2000, California voters approved Proposition 13, 2000 Water <br />Bond, which authorized the State of California to sell $1.97 billion in <br />general obligation bonds to support safe drinking, water quality, flood <br />protection and water reliability projects throughout the State. In June <br />2000, the Public Works Agency applied for and received grant funding for <br />the City's Urban Runoff Reduction Outreach Program. This program will <br />develop and disseminate storm water related educational materials <br />targeted at businesses, school aged children and residents of the City. <br /> <br />Staff has solicited proposals from consultants who specialize in public <br />education and outreach. Four qualified firms were contacted and two <br />firms submitted proposals for the public educational services. Each firm <br />was rated according to its qualifications, experience and capacity to <br />perform the required work. Based on the proposals submitted, the ratings <br />for the two firms are as follows: <br /> <br />PUBLIC EDUCATION SERVICES <br /> <br />RATING <br /> <br />Waters & Faubel <br />CDM <br /> <br />91 <br />85 <br /> <br />"'sed on the qualification and ratings the firm of Waters and Faubel is <br />~commended to perform the public education and outreach services. <br /> <br />251-1 <br />
