After closing <br />this hearing, the City Council directed that a Development Agreement be <br />negotiated. <br /> <br />On June 14,2004, the Planning Commission, held a duly noticed public <br />hearing, and by a vote of 6:1 (Sinclair opposed) voted to recommend that <br />the City Council: <br /> <br />1. Adopt additional mitigation measures in response to comments <br />from the Santa Ana Unified School District. <br /> <br />Adopt and ordinance approving Development Agreement No. 2004- <br />01. <br /> <br />Adopt a resolution approving Tentative Parcel Map No. 2004-02 <br />(County Map No. 2003-262) as conditioned. <br /> <br />On July 6, 2004, the City Council held a second duly noticed public <br />hearing on the abovesaid actions for One Broadway, and at that time <br />considered all testimony, written and oral. <br /> <br />General Plan Amendment No. 2004-01 has been filed with the City of <br />Santa Ana to: <br /> <br />1. Modify the Land Use Element as follows: <br /> <br />a. Creation of the One Broadway Plaza District Center. <br /> <br />b. To increase the Floor Area Ratio (FAR) of the property <br />located at One Broadway to 2.9 (the FAR for One Broadway <br />Plaza District Center). <br /> <br />Revise and update the policies to accommodate large-scale <br />office development. <br /> <br />Revise the boundaries of the Midtown Specific Plan. <br /> <br />Revise the Key Areas in the City of Santa Ana and the <br />corresponding Floor Area Ratios. (Table A-2) <br /> <br />Identify One Broadway Plaza District Center as a Major <br />Development Area. <br /> <br />Modify the Circulation Element to create a Local Commercial street <br />classification and standards. <br /> <br />Modify the Urban Design Element to incorporate One Broadway <br />Plaza. <br /> <br />The Council finds that General Plan Amendment No. 2004-01 is consistent <br />with the General Plan, including but not limited to its policies and goals of: <br /> <br />1. Promote the balance of land uses to address basic community <br />needs. Land Use Element Goal 1.0 <br /> <br />Promote land uses which enhance the City's economic and fiscal <br />viability.
