(¡r 'j T(tv)v~ <br />nmng Manager <br /> <br />_._.........__.~ <br /> <br />RECOMMENDED ACTION <br /> <br />Recommend that the City Council: <br /> <br />1. <br /> <br />Approve and adopt the Negative Declaration, Environmental Review <br />No. 2004-153. <br /> <br />2 . <br /> <br />Adopt a resolution approving General Plan Amendment No. 2004-06. <br /> <br />DISCUSSION <br /> <br />Request of the Applicant <br /> <br />The City of <br />2004-06 to <br />Circulation <br />residential <br /> <br />Santa Ana is requesting approval of General Plan Amendment No. <br />revise the Implementation Program within the General Plan <br />Element related to the City's goal to protect local <br />streets from cut-through commuter traffic. <br /> <br />Analysis of the Issues <br /> <br />The Circulation Element of the Santa Ana General Plan serves as the City's <br />primary guide for transportation planning. Its objective is to articulate <br />the City's vision and plans for the ongoing development and maintenance of <br />a comprehensive transportation network. The policies and implementation <br />actions in the Circulation Element address the transportation needs of <br />those living, working and visiting the City. <br /> <br />One of the goals of the Circulation Element is to "Protect local streets <br />from through traf f ic to preserve neighborhood character.
