<br />jwf-6/30/04 <br /> <br />RESOLUTION NO. 2004-053 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING GENERAL PLAN AMENDMENT <br />NO. 2004-06, MODIFYING LANGUAGE IN THE <br />CIRCULATION ELEMENT RELATED TO NEIGHBORHOOD <br />TRAFFIC CONTROL PLANS. <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br /> <br />A. <br /> <br />B. <br /> <br />C. <br /> <br />General Plan Amendment No. 2004-06, came before the City Council of <br />the City of Santa Ana for a public hearing July 6, 2004. <br /> <br />The Planning Commission of the City of Santa Ana held a duly noticed <br />public hearing on June 28, 2004, on General Plan Amendment No. 2004- <br />06, and recommended that the City Council adopt a resolution approving <br />General Plan Amendment No. 2004-06. <br /> <br />General Plan Amendment No. 2003-06 has been filed with the City of <br />Santa Ana to amend the Circulation Element of the General Plan Land to <br />modify language related to the Implementation Program for Goal 6 of said <br />element. <br /> <br />1. <br /> <br />Goal 6 states: "Protect local streets from through traffic to preserve <br />neighborhood character". <br /> <br />Page A-27 of the Circulation Element contains the Implementation <br />Program for that goal and states: "Neighborhood Traffic <br />Management Program- In residential areas that experience <br />significant commuter traffic on local streets, the City conducts traffic <br />impact assessment and the neighborhood develops a traffic plan <br />which includes traffic diverters or other mechanisms to reduce "cut- <br />through" traffic. Any improvements installed to mitigate commuter <br />traffic are subject to approval by a vote of the residents in the <br />affected area." <br /> <br />2. <br /> <br />3. <br /> <br />The Amendment proposes to make technical modification to the <br />language of the implementation program so as to better conform it <br />to State law. <br /> <br />4. <br /> <br />The Amendment is consistent with the balance of the General Plan, <br />and the various elements thereof. <br /> <br />75F-4 <br /> <br />Resolution No. 2004- <br />Page 1 of 3 <br />
