<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />8 CITY COUNCIL MEETING DATE: <br /> <br />~ <br />~ <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />JULY 6, 2004 <br /> <br />TITLE: <br />ORANGE COUNTY VECTOR <br />DISTRICT'S PROPOSED <br />ASSESSMENT DISTRICT <br /> <br />CONTROL <br /> <br />APPROVED <br /> <br />0 As Recommended <br />0 As Amended <br />0 Ordinance on 1" Reading <br />0 Ordinance on 2nd Reading <br />0 Implementing Resolution <br />0 Set Public Hearing For <br /> <br />!lJÎ)t2 <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />J <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Authorize the City Manager to cast an affirmative vote on ballots <br />received for City-owned properties related to the Orange County Vector <br />Control District's Mosquito, Fire Ant and Disease Control Assessment <br />District. <br /> <br />8 DISCUSSION <br /> <br />The Orange County Vector Control District, which was formed in 1947, is <br />responsible for protecting public health by controlling rats, flies, <br />mosquitoes, red fire ants and other vector related problems. The District <br />has proposed a County wide assessment on all property to provide funding <br />to continue the red fire ant program, improve mosquito control, establish <br />the West Nile Virus Disease Program and monitor and test for disease. <br /> <br />Under the provisions of Proposition 218, any publicly owned property must <br />be assessed when it receives a benefit from a proposed assessment <br />district. Therefore, the City will receive a ballot as a property owner <br />in the district. Recognizing the need to continue the program to <br />eradicate the red fire ant and to monitor and test for diseases <br />transmitted by mosquitoes, staff recommends that the City Council <br />authorize the City Manager to cast the ballots in favor of the assessment. <br /> <br />FISCAL IMPACT <br /> <br />If the district is approved, the anticipated combined assessment for the <br />City and Redevelopment Agency properties will be $2,168.
