RECOMMENDED ACTION Recommend that the City Council direct the City Attorney authorize the City Manager and Clerk of the Council agreement with Mr. Daniel LeRoy Cordova for the structure North Towner Street. to prepare and to execute an located at 920 8>ISCUSSION Request of Applicant The applicant, Mr. Daniel LeRoy Cordova, Historic Property Preservation Agreement No. the property owner and the City of Santa Ana. requests the approval of 2004-02 (Mills Act) between Property Description The property is a single-family residence located at 920 North Towner Street within the Washington Square neighborhood. The surrounding land uses include single-family dwellings to the north, south, east and west. Analysis of Issues In March 1999, the City Council approved an ordinance authorizing Historic Property Preservations Agreements (HPPA), commonly known as the Mills Act contracts, for eligible historic properties. The agreement provides monetary incentive to the property owner in the form of property tax reduction. The reduction is provided in exchange for the owner's voluntary commitment to maintain the property in a quality state ~f repair and to rehabilitate the property as necessary to maintain its ~haracter and appearance., Once recorded, the agreement triggers a requirement for determining the assessed value of the affected property, thus resulting in potentially significant property tax savings for the owner.
