The focus has been to assess potential street closures and other mitigation measures to address commuter and other cut-through traffic on Washington, French and Spurgeon streets east of Main Street, between Seventeenth and Civic Center Drive. The process resulted in a proposed Neighborhood Traffic Plan, which was preliminarily approved. As part of the process, a draft mitigated negative declaration was prepared for the project. However, a legal challenge to the process resulted in the issuance of an injunction which suspended the project. As the injunction affects only a portion of the proposed traffic mitigation measures, it is recommended that the unaffected portion of the project continue. However, due to the length of time since the initial report was prepared, it is necessary to significantly update the studies supporting the environmental analysis. 8 251-1
