<br />REQUEST FOR <br />COUNCIL ACTION <br /> <br />8 CITY COUNCIL MEETING DATE: <br /> <br />~ <br />~ <br /> <br />CLERK OF COUNCIL USE ONLY: <br /> <br />JULY 6, 2004 <br /> <br />TITLE: <br />TRAFFIC PLAN STUDY AGREEEMNT <br />WITH P&D ENVIRONMENTAL <br /> <br />APPROVED <br /> <br />0 As Recommended <br />0 As Amended <br />0 Ordinance on 1st Reading <br />0 Ordinance on 2nd Reading <br />0 Implementing Resolution <br />0 Set Public Hearing For <br /> <br />l2J];æ <br /> <br />CITY MANAGER <br /> <br />CONTINUED TO <br /> <br />FILE NUMBER <br /> <br />RECOMMENDED ACTION <br /> <br />Direct the City Attorney to prepare <br />the Clerk of the Council to execute <br />for the review of the French Park <br />exceed $35,000. <br /> <br />and authorize the City Manager and <br />an agreement with P&D Environmental <br />Traffic Plan for an amount not to <br /> <br />8 DISCUSSION <br /> <br />Since the late 1990's, staff has been working on methods to address the <br />traffic challenges with the French Park and French Court neighborhoods. <br />The focus has been to assess potential street closures and other <br />mitigation measures to address commuter and other cut-through traffic on <br />Washington, French and Spurgeon streets east of Main Street, between <br />Seventeenth and Civic Center Drive. <br /> <br />The process resulted in a proposed Neighborhood Traffic Plan, which was <br />preliminarily approved. As part of the process, a draft mitigated negative <br />declaration was prepared for the project. However, a legal challenge to <br />the process resulted in the issuance of an injunction which suspended the <br />project. As the injunction affects only a portion of the proposed traffic <br />mitigation measures, it is recommended that the unaffected portion of the <br />project continue. However, due to the length of time since the initial <br />report was prepared, it is necessary to significantly update the studies <br />supporting the environmental analysis. <br /> <br />8 <br /> <br />251-1 <br />
