RESOLUTION 70-3 RESOLUTION 70-3, SPECIAL RESOLU- <br />SPECIAL RESOLUTION TION, commending former Councilman <br /> Walter Brooks was adopted, on motion <br />of Councilman Herrin, seconded by Councilman Villa and unanimously carried. <br /> <br />RES. 70-9 - FEDERAL RENT <br />SUPPLEMENT PROGRAM <br /> <br />The City Council considered RESOLUTION <br />70-9 APPROVING PARTICIPATION BY <br />LOCAL HOUSING OWNERS IN THE FEDERAL <br /> <br />RENT SUPPLEMENT PROGRAM. In response to questions by Council, the City <br />Manager explained that Mr. Hirsch's program for the Federal Rent Supplement <br />Program would be for the two specific locations set out in the resolution only; <br />that the program is directed toward the elderly; that it did not commit the Planning <br />Commission to anything; that there would be no commitment by the City as far as <br />participation is concerned; and that it does not make any commitments regarding <br />zoning. <br /> <br />Robert Fair, 1425 Standard, owner of a number of apartment buildings in Santa <br />Aha and member of the Board of Directors of the Orange County Apartment House <br />Association, expressed opposition on behalf of the Association, stating that it was <br />unalterably opposed to Santa Ana and Mr. Hirsch entering into any agreement <br />involving rental subsidies from the Federal Government; and that it was opposed <br />to the City becoming involved in any way in the rental income business. <br /> <br />After discussion by Council, on motion of Councilman Villa, seconded by Council- <br />man Patterson~ RESOLUTION 70-9 APPROVING PARTICIPATION BY LOCAL <br />HOUSING OWNERS IN THE FEDERAL RENT SUPPLEMENT PROGRAM was <br />adopted, on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Evans, Patterson, Villa, Yamamoto, Griset <br />Herrin, Markel <br />None <br /> <br />CLEANING I~ROGRAM CONSUL - On motion of Councilman Herrin, seconded <br />TANT SERVICES by Councilman Evans, execution of the <br /> Agreement with Kee Systems to provide <br />consultant services for a professional cleaning program for the new City Hall was <br />authorized, on the following roll call vote: <br /> <br />AYES: He rrin, Evans, <br />NOES: Markel <br />ABSENT: None <br /> <br />Patterson, Villa, Yamamoto, Griset <br /> <br />VARIANCE AND CONDITIONAL Council considered affirmation of VA 69-97, <br />USE PERMIT Williams, approved by the Zoning Admin- <br /> istrator, to construct commercial building <br />with 0' rear yard setback, provide less than required parking and less than <br />required aisle width in the C 1 and P Districts at 1040 West First Street. Council- <br />man Markel requested to see the plans on the subject Variance and the Mayor <br />announced that action would be delayed on this Variance affirmation until the file <br />arrived.
