MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA, CALIFORNIA <br /> <br />March 16, 1970 <br /> <br />The meeting was called to order at 2:00 P.M. by Florence I. Malone, Clerk <br />of the Council, in the absence of both Mayor Lorin Griset and Vice Mayor <br />Wade Herrin, in the Council Chambers of the City Hall Annex, 500 West <br />Sixth Street. The following Councilmen were present: Vernon S. Evans, <br />J. Ogden Markel, Jerry M. Patterson~ Ray Villa, and Harry K. Yamamoto. <br />Also present were City Manager Carl J. Thornton, City Attorney William L. <br />Mock, Director of Public Works Ronald Wolford and Director of Planning <br />Charles Zimmerman. <br /> <br />ACTING CHAIRMAN On motion of Councilman Evans, <br /> seconded by Councilman Patterson <br /> and unanimously carried, Councilman <br />Ray Villa was elected to chair the meeting in the absence of the Mayor and <br />the Vice Mayor. <br /> <br />MINUTES On motion of Councilman Evans, <br /> seconded by Councilman Patterson <br /> and unanimously carried, the Minutes <br />of the Regular Meeting of March 2:1970 were approved as submitted, and <br />Councilman Markel's remarks, as submitted by him regarding Assessment <br />District No. 236, page 48, were approved for inclusion in the Minutes of <br />February 16, as follows: <br /> <br />"This is the most expensive potential development to ever come <br />before Council. <br /> <br />The bid received is far too high. With the assistance of local <br />subcontractors who do this kind of work, I, as general con- <br />tractor who has performed this kind of work, estimate the sum <br />of $275,000 to do a similar job as called for by the plans and <br />specifications. This low bid received is more than 25% in <br />excess of our engineer's estimate. My similar project plan <br />would call for 9'0" sidewalks with all existing walks and curbs <br />removed and new concrete walks and curbs of city specifications. <br />The proposed walks would consist of existing walks with a thin <br />layer of an overlay material that is practically painted on; <br />a similar type of work was done at Fourth and Main Streets <br />and because of wa]king traffic and/or other things was removed <br />in about two years after installation. <br /> <br />CITY COUNCIL <br /> <br />-64 - <br /> <br />March 16, 1970 <br /> <br /> <br />
