MINUTES OF THE <br /> ADJOURNED REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />March 30, 1970 <br /> <br />The meeting was convened at 6:30 P.M. in the Council Chambers of the City <br />t-Iall Annex, 500 West Sixth Street, the Order of Adjournment having been <br />posted, with evidence on file in the office of the Clerk of the Council. Council- <br />men present were Vernon S. Evans, J. Ogden Markel, Jerry M. Patterson, <br />Ray Villa, Harry K. Yamamoto, and Vice Mayor Wade Herrin. Mayor Lorin <br />Griset was absent. Also present were City Manager Carl J. Thornton, City <br />Attorney William L. Mock, Director of Public Works Ronald Wolford, <br />Director of Planning Charles Zimmerman, and Clerk of the Council Florence <br />I. Malone. <br /> <br />PROPOSED FEE FOR PARK Council considered the report and <br />PROCUREMENT recommendations on Proposed Fee <br /> for Park Procurement, a compre- <br />hensive report prepared by the staff, which had been requested by the City <br />Council in June, 1969. <br /> <br />The City Manager explained that the amounts of money involved in the total <br />program recommended are quite extensive but, in his opinion, necessary if <br />we are to develop a city of the type that will meet the requirements for urban <br />life in the next 20 to 50 years. Councilman Patterson stated that this program <br />would raise approximately three million dollars by 1980 and would develop <br />40 acres of park. <br /> <br />After discussion by Council, on motion of Councilman Patterson, seconded by <br />Councilman Villa and unanimously carried, the recommendations in the City <br />Manager's report dated March 28, 1970 were approved and the City Attorney <br />was instructed to draft an ordinance adopting development fees as proposed in <br />the staff report, the ordinance to provide for a cash development fee for park <br />purposes rather than dedication of land; that special funds for use within a <br />reasdnable distance of the development originating the money be created, using <br />the "General Plan Planning Areas" map in the report to establish these fund <br />areas; and that the ordinance state that the fee be levied at the actual construc- <br />tion level; that is, that the fee be paid when the building permit is issued. <br /> <br />Vice Mayor Herrin introduced Jack Hall and Hugh Foreman, who were in the <br />audience and spoke in favor of the proposed ordinance. <br /> <br />REMOVAL OF PARKING METERS The City Manager presented the staff ,,,, <br />ON FOURTH STREET report on parking meters, including <br /> survey of the results of the removal of <br />the parking meters on Fourth Sttee~ from Ross to Spurgeon.
