CHARTER AMENDMENT <br />RESOLUTION 70-34 (continued) <br /> <br />AYES: Evans, Markel. Patterson, <br />NOES: None <br />ABSENT: Griset <br /> <br />Villa, <br /> <br />Yamamoto, Herrin <br /> <br />Later in the meeting, due to the time limit for placing a measure on the June <br />Primary Ballot, on motion of Councilman Patterson, seconded by Councilman <br />Markel and unanimously carried, the City Council waived full reading and <br />adopted RESOLUTION 70-34, A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA, CALIFORNIA REQUESTING THE BOARD OF <br />SUPERVISORS OF THE COUNTY OF ORANGE TO CONSOLIDATE A SPECIAL <br />MUNICIPAL ELECTION OF THE CITY OF SANTA ANA TO BE HELD ON <br />JUNE 2, 1970 WITH THE STATEWIDE DIRECT PRIMARY ELECTION TO <br />BE HELD ON JUNE 2, 1970, PURSUANT TO SECTION 23302 OF THE <br />ELECTIONS CODE. <br /> <br />FEDERAL PROGRAMS Councilman Villa requested that the <br /> Council's action on March 16 rescind- <br /> ing Resolution 70-9 be reconsidered <br />either at this meeting or at the regular meeting of April 6. <br /> <br />Kevin O'Mahony, 1206 North Elaine Drive, presenled a letter to the Council <br />from the residents in his area (Ward 7) requesting that Council make a study <br />of Ward 7 west of the river to: (1) determine how to upgrade the area, and <br />(2) while the study is under way, to declare a moratorium on all new building <br />and all zone changes and variances. On motion of Councilman Patterson, <br />seconded by Councilman Villa and unanimously carried, the communication <br />was ordered filed. <br /> <br />Frank Benjamin, 406 West Wilshire, explained that the Federal Government <br />has different types of programs where persons with a low to average income <br />could 'purchase homes on a low interest rate, and expressed the opinion that <br />this City needs to adopt a resolution in order to take advantage of the various <br />FHA and HUD grants. <br /> <br />BALLOT PROPOSITIONS Councilman Markel suggested that <br /> Council consider several matters thai <br /> could be placed on the November <br />General Ballot~to provide that bids in excess of the staff estimate not be <br />awarded beyond a certain maximum allowance above the estimate and to <br />determine if the subpoena power should be retained by all City Boards and <br />Commissions. <br /> <br />LITTLE LEAGUE Councilman Evans announced that our <br /> City is being honored by the fact thai <br /> the Western League Regional Champion- <br />ships will be played in Santa Ana in Memorial Park, August 10 through 17. <br /> <br />ADJOURNMENT <br /> <br />CITY COUNCIL <br /> <br />At 9:40 P.M., therebeing no further <br />business to come before the City Council, <br />Vice Mayor Herrin declared the meeting adjourned. <br /> <br />Florence I.
