MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA April 20, 1970 The meeting was called to order at 2:00 P.M., in the Council Chambers of the City Hall Annex, 500 West Sixth Street, with the following Councilmen present: Wade Herrin, Vernon S. Evans, J. Ogden MarkeL Jerry M. Patterson, Ray Villa, Harry K. Yamamoto, and Mayor Lorir Griset. Also present were City Manager Carl J. Thornton, City Attorney William L. Mock, Director of Public Works Ronald Wolford, Director of Planning Herbert Wieland, and Clerk of the Council Florence I. Malone. MINUTES It was moved by Councilman Herrin, seconded by Councilman Evans and unanimously carried, to approve the Minutes of the Regular Meeting of April 6, 1970, the Adjourned Regular Meeting of April 9, 1970~ and the Adjourned Regular Meeting of April 13, 1970, with a correction suggested by Councilman Villa in the April 6 Minutes regarding the Federal Rent Supplement Program, in the second sentence of the first paragraph on Page 86, to read as follows: "He read aloud a letter dated March 17, 1970, addressed to the Senior Planner, from Robert. Hirsch, which stated: 'iRe: 808 North Harbor Boulevard Harbor Park Apartments Dear' Mr. Zimmerman: I have just been informed about the action taken last evening in rescindiFg the earlier rent supplement r.~sotu~ion granted us for two locations within the City of Sanla Aha The facts of my presentation at an executive meeting of the City Council on January 19th seemed to have been grossly disloried by the citizen group last evening. For lhe record again, we asked for the rent supplement resolu- tion by the City for two specific locations we have in escrow since October. The passage on February 17ih allowed these two sites for participation in the Federal Rent Supplemeni Program. We could then accept as occupanls of apar~,ments lo be built at either site "qualified low income families who are elderly, handicapped, displaced, victims of natural disaster or occupants of substandard housing", The 17th and Fairview site was already zoned R-4 and we made application for an FHA insured mortgage under Section 221(d) (3} ~. ~ior citizen rent supplement. FHA has very little of these funds to place under this program and we were hopeful of obtaining FHA fc. uds by the summer.
