MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />April 20, 1970 <br /> <br />The meeting was called to order at 2:00 P.M., in the Council Chambers of <br />the City Hall Annex, 500 West Sixth Street, with the following Councilmen <br />present: Wade Herrin, Vernon S. Evans, J. Ogden MarkeL Jerry M. <br />Patterson, Ray Villa, Harry K. Yamamoto, and Mayor Lorir Griset. Also <br />present were City Manager Carl J. Thornton, City Attorney William L. Mock, <br />Director of Public Works Ronald Wolford, Director of Planning Herbert Wieland, <br />and Clerk of the Council Florence I. Malone. <br /> <br />MINUTES It was moved by Councilman Herrin, <br /> seconded by Councilman Evans and <br /> unanimously carried, to approve the <br />Minutes of the Regular Meeting of April 6, 1970, the Adjourned Regular Meeting <br />of April 9, 1970~ and the Adjourned Regular Meeting of April 13, 1970, with a <br />correction suggested by Councilman Villa in the April 6 Minutes regarding the <br />Federal Rent Supplement Program, in the second sentence of the first paragraph <br />on Page 86, to read as follows: "He read aloud a letter dated March 17, 1970, <br />addressed to the Senior Planner, from Robert. Hirsch, which stated: <br /> <br />'iRe: 808 North Harbor Boulevard <br /> Harbor Park Apartments <br /> <br />Dear' Mr. Zimmerman: <br /> <br />I have just been informed about the action taken last evening <br />in rescindiFg the earlier rent supplement r.~sotu~ion granted <br />us for two locations within the City of Sanla Aha The facts <br />of my presentation at an executive meeting of the City Council <br />on January 19th seemed to have been grossly disloried by the <br />citizen group last evening. <br /> <br />For lhe record again, we asked for the rent supplement resolu- <br />tion by the City for two specific locations we have in escrow <br />since October. The passage on February 17ih allowed these two <br />sites for participation in the Federal Rent Supplemeni Program. <br /> <br />We could then accept as occupanls of apar~,ments lo be built at <br />either site "qualified low income families who are elderly, <br />handicapped, displaced, victims of natural disaster or occupants <br />of substandard housing", <br /> <br />The 17th and Fairview site was already zoned R-4 and we made <br />application for an FHA insured mortgage under Section 221(d) (3} <br />~. ~ior citizen rent supplement. FHA has very little of these <br />funds to place under this program and we were hopeful of <br />obtaining FHA fc. uds by the summer.
