One Broadway Plaza Environmental Impact Report Findings and Facts in Support of Findings The proposed project will not be subject to inundation by seiche, tsunami or mudflow because it is not located near any substantial bodies of water and not subject to mudflows. 4.3.8 Land Use and Planning The proposed project will not physically divide an established community because the project site is in an existing developed urban area. The proposed project will not conflict with any applicable habitat conservation plan or natural community conservation plan since it is located on an already developed area. 4.3.9 Mineral Resources There are no mineral resources on the project site. Therefore, the project will not result in the loss of availability of a known mineral resource that would be of value to the region and the residents of the state. The project will not result in the loss of availability of a locally important mineral resource recovery site delineated on a local General Plan, Specific Plan or other land use plan. 4.3.10 Noise The project site is not located near a public or private airport or airstrip and will not expose people residing or working in the project area to excessive airplane noise levels. 4.3.11 Population and Housing The proposed project will not displace substantial numbers of people, necessitating the construction of replacement housing elsewhere. 4.3.12 Public Services The project site is already served by a number of public service providers. The proposed project will not result in substantial adverse physical impacts associated with the provision of new or physically altered governmental facilities or a need for new or physically altered governmental facilities, the construction of which could cause significant environmental impacts, in order to maintain acceptable service ratios, response times or other perfonnance objectives for public services other than fire protection, police protection and schools. 4.3 .13 Recreation The proposed project consists of an office building which will not increase the use of existing neighborhood and recreational facilities such that substantial physical deterioration of the facilities would occur or be accelerated. The proposed project does not include recreational facilities or require the construction or expansion of recreational facilities that might have an adverse physical effect on the environment.
